    The Global Platform for Higher Education in Emergencies (former Global Platform for Syrian Students) is a non-profit multi-stakeholders organization, aimed at providing emergency scholarships to students from conflict-affected societies, be they refugees, IDPs, students at risk or in forced mobility. It was founded in November 2013, by Jorge Sampaio, former President of Portugal, with the support of a core group of international partners, higher education institutions, foundations and the private sector.

    This scholarship programme was initiated in 2014 with 45 Syrian students invited to resume their studies in Portugal. Since then it has been expanded and enlarged. Since its launch, more than 550 annual scholarships have awarded, mostly in Portugal but also in other countries.  In 2019-20 the Global Platform awarded more than 170 scholarships. The Global Platform is also involved in making advocacy at the global level for  promoting higher education opportunities in crisis situations, it has participated or organized in more than 65 international events and it has launched a Rapid Response Mechanism for Higher Education in Emergencies (RRM) that is now being finalized to be fully operational by 2021.
